TIRANA DECLARATION

Securing land access for the poor in times of intensified

natural resources competition”

We, over 150 representatives of civil society organisations, social movements, grassroots organisations, international agencies, and governments –including the members and strategic partners of the International Land Coalition (ILC)— from more than 45 countries in Africa, Latin America, North America, Asia and Europe, have gathered in Tirana, Albania, this 24-26 May 2011, the International Year of Forests. We have come together at the invitation of the National Association of Communal Forests and Pastures of Albania (NACFPA) and the Government of Albania for an international conference under the theme of “Securing land access for the poor in times of intensified natural resource competition”.

We echo the assertions made in the Kathmandu, Lima and Kigali Declarations calling for land governance to better meet the needs of marginalised land users.



I. In particular, we are struck at this moment in history by the intensified and increasingly unequal competition for land, water, forests, rangelands, biodiversity and other natural resources.

Addressed to: His Excellency Prof. Dr. Sali Berisha, Albanian Prime Minister

From: National Federation of Communal Forest and Pasture

Subject: On further Development of Communal Forest in Albania.

In the framework of policies regarding the decentralization of natural resources governance and country’s integration to the European Union, the Albanian Government lately has undertaken important steps to transfer 900,000 hectares of public forest and pasture into the ownership of communes and municipalities, followed by their further transfer in use to villages and rural families.

The Albanian experience in this transfer is unique compared to other countries, as it is based on the tradition in the use of forests and pastures located nearby villages in a collective way of use by villagers or families for their own needs. Thus, the transfer process is considered as a return to tradition, respecting the sustainable and long term management rules of the nature’s wealth.

Konferenca ILC Ndërkombëtare dhe Kuvendi i Anëtarëve

Çdo dy vjet, International Land Koalicioni (ILC) anëtarë nga e gjithë bota mblidhen së bashku për një konferencë ndërkombëtare dhe të Kuvendit të Anëtarëve, një forum për shkëmbimin e njohurive, networking, dhe debati avancimin në tokë kritike dhe në zhvillim dhe ato të zhvillimit.
Këtë vit, në përputhje me e Vitit 2011 Ndërkombëtare e Pyjeve-dyvjeçar Konferenca e pestë ILC Ndërkombëtare dhe Kuvendi i Anëtarëve do të mbahet në Tiranë, Shqipëri, 24-27 maj 2011. Kjo ngjarje është organizuar nga Shoqata Kombëtare e Pyjeve dhe Kullotave të Shqipërisë (NACFPA), një anëtar ILC bazuar në Tiranë, dhe do të sjellë së bashku rreth 200 përfaqësues vendorë dhe ndërkombëtarë nga qeveria, IGOs, OShC-të, lëvizjet sociale, institucionet kërkimore, dhe agjencitë për zhvillim.

Konferenca ka për qëllim të: promovimin e rrjeteve globale dhe shkëmbimin e ideve midis aktorëve të ndryshëm në sektorin e tokës, të ngritur profilin e aksesit të tokës dhe çështje të pronësisë në nivel global, dhe toka proceset e mbështetjes politike në Shqipëri, duke angazhuar politikë-bërësit dhe shoqërisë civile në mësimet e ndarjen e mësuar me një gamë të gjerë të aktorëve globale.

Experts at ILC conference in Tirana call for new approaches to land governance

Rome, 31 May 2011 -- The International Land Coalition’s (ILC) biennial International Conference and

Assembly of Members (AoM) in Tirana, Albania concluded on May 27th 2011.

The AoM is the supreme governing body responsible for establishing the overall strategies and policies of the ILC and, concomitantly, to ensure that the organisation remains in compliance with the intentions of the members. Key outcomes from this years conference included the approval of the Tirana Declaration, election of new members, and the discussion and approval of the new Strategic Framework 2011-2015.

The Tirana Declaration, approved by 150 participants from more than 45 countries present at the Assembly, consists of 7 resolutions that strongly reiterate the need to promote secure and equitable access to and control over land for the poor to reduce poverty, promote sustainable development and contribute to identity, dignity and inclusion.

Furthermore, the Declaration soundly denounces the growing practice of land grabbing and includes a commonly agreed upon definition of this phenomenon, which Madiodio Niasse, Director of the ILC Secretariat, characterised as “one of the most memorable and important moments of this Assembly, as it shows a widening consensus among ILC members and partners on what pro-poor land governance really means and entails.”

In addition, the Assembly admitted 36 new members to the Coalition, ranging from some of the largest regional farmers organisations, major international NGOs, leading academic and research organisations, and civil society organisations – from Asia (10), Africa (8), Latin America (7), IGOs (3), and Non regional CSOs (8).

Approval of the composition of the Organizing Committee of the International Conference of ILC Tirana, June 2011 PDF Print E-mail

Based on the proposal made by the National Association of Forests and Pastures in Albania (NACPF), International Land Coalition has approved that the International Land Coalition Conference and Assemble of Members 2011, will be held in Tirana, during the first week of June 2011 (four days). NACPF is a member of ILC. The Albanian Government, NACPFA, ILC and other international organisms that operates in Albania will be co-organizers of the Conference.
