Albania is currently undergoing a dramatic transition toward a market economy, as well as increasing integration with neighbouring economies and with the European Community. In this context, administrative decentralization, coupled with the increased participation of citizens, is likely to offer new opportunities. It is also making likely the emergence of new challenges, however, especially in terms of the management of natural resources that still constitute a key asset for many rural people, as well as for the national economy. The transition in Albania, since the beginning of the de-collectivization process, has also posed challenges as regards the (re-)definition of rights, with a specific reference to natural resources. As difficult as it may be to achieve, there is a growing body of knowledge, international opinion and global agreements that point to protecting and securing rural poor people’ s access to land as fundamental to reducing rural poverty, stimulating rural economic growth and protecting the natural resource base on which current and future generations depend.

The International Land Coalition’s fifth biennial International Conference and Assembly of Members (AoM) on the theme “Securing Land Access for the Poor in Times of Intensified Natural Resources Competition” took place in Tirana, Albania on 24-27 May 2011. The International Conference was co-hosted by the National Federation of Communal Forests and Pastures of Albania (NFCFPA - formerly known as the National Association of Communal Forests and Pastures of Albania, NFCFPA), an ILC member since 2009.
The event brought together over 150 participants from more than 45 countries - representing governments, inter-governmental organisations (IGOs), civil society organisations (CSOs), farmers’ organisations (FOs), social movements, research institutions, and development agencies.

Pyjet mbulojnë më shumë se 50% të sipërfaqes së vendit. Bujqësia, duke përfshirë pyjet dhe kullotat, është një nga prioritetet e qeverisë, siç deklarohet edhe në programin e Qeverisë Shqiptare për periudhën 2005-2009. Politika e pyjeve, sipas Planit Kombëtar për Zbatimin e Marrëveshjes së Stabilizim Asocimit (2007-2012), synon zhvillimin e qëndrueshëm e shumë funksional të pyjeve e kullotave. Sipas këtij plani, do të ruhet dhe mbrohet biodiversiteti, prodhimtaria, aftësia rigjenruese dhe potenciali për të përmbushur funksionet ekologjike, ekonomike dhe shoqërore në nivel lokal, kombëtar dhe global, pa shkaktuar dëmtime në ekosistemet e tjera. Kjo politikë mbështet zgjerimin e zonave të reja pyjore, rehabilitimin e sipërfaqeve të djegura apo të degraduara, ndërtimin dhe mirëmbajtjen e sistemeve për sigurimin e ujit të pijshëm në kullota, kontrollin e erozionit nëpërmjet ndërtimit të pritave malore, dhe përmirësimin e menaxhimit të produkteve drusore e jo-drusore të pyllit, çka do të rezultojë në gjenerimin e të ardhurave. Forests cover around a million hectares in Albania, or 36% of the land area. Of this, 46.5% is high forest, 29% consists of coppice forest, and 25.4% comprises shrubs. Around 87% of the forests are allocated for production, and the remaining area serves protection, social and recreational functions. At present, the State owns the majority of these forests, and The Directorate General of Forests and Pastures administers them...

Raporti eshte permbledhese e gjetjeve kryesore te rastit studimor te Komunes Blerim. Aktivitetet e identifikimit te traditave te perdorimit te pyjeve dhe kullotave ne Komune Blerim eshte realizuar bazuar ne prgramin e punes te hartuar fillimisht, ne bashkepunim te ngushte me perfaqesuesit e fshatrave dhe te komunes. Rendesi e vecante I eshte kushtuar identifikimit te kufinjve te fshatrave, lagjeve e fiseve. Nje studim I detajuar eshte bere ne evolucionin historic te kuptimit te fjaleve fshat, katun e fis e marredheniet e ketyre koncepteve me burimt natyrore, si dhe evolucionit e perdorimit te tij nga fisi ne katun lagje e familje. Per cdo fshat jane identifikuar dhe eshte hartuar rregjsitri I perdoruesve te pyjeve. Nuk jane bere matje te vecanta per cdo familje, vetem se eshte identifikuar pjesemarrja e familjes ne nje parcele pyjeore, treguesit e se ciles jane marre nga plani I mbareshtrimit te pyjeve I hartuar ne vitin 2006. Jane hartuar rregjistrat dhe hartat, t cilat jane konfilrmuar si nga keshilli I fshatit ashtu edhe nga perdoruesit. Nje model I rregjistrave me dy hyrje dhe I skicave eshte bashkengjitur rastit studimor...
